Come at cost

 We need fish imports, but I would contend that these should not come at any cost.

These advantages come at a cost. 

This has come at a considerable cost in terms of human resources devoted to the analysis of applications. 

While we might welcome this breakthrough, we must also regret that it has come at the cost of minimum protection. 

Unfortunately, however, we are not efficient when it comes to the markets – just look at how the cost of borrowing has risen over the past few days for countries in the region, especially Portugal – and we are not efficient or persuasive, unfortunately, when it comes to the European public, who increasingly feels that Europe is part of the problem, not part of the solution. 

Lower growth will come at a time just when the costs of an ageing population start to peak.
